Mayor's Ethics Investigations Findings: Public or Confidential?

COLORADO SPRINGS - Just what information will be available to you about the ethics investigation into Mayor Lionel Rivera?  An independent ethics commission just wrapped up its investigation into Mayor Rivera and his business dealings with United States Olympic Committee developer LandCo.  The independent ethics commission could deliver its report to City Council as early as Wednesday.  However, based on the ethics commission's rules that City Council wrote in 2007:

Within ten days of its deliberations the Commission shall issue a confidential written recommendation to the City Council containing findings of fact and conclusions of law.  Such confidential recommendation shall contain the Commission's determination as to whether the evidence produced during the investigation supported a finding that a violation of the Code of Ethics occurred.  The City Attorney shall promptly forward the Commission's recommendation to City Council.
