CCEG complaint forces full disclosure by political group

Colorado Citizens for Ethics in Government (CCEG), a non-partisan, non-profit legal watchdog group, today announced the successful resolution of a legal complaint filed against the Northern Colorado Victory Fund (NCVF), a registered 527.

Documents previously obtained by CCEG show that NCVF purchased $29,958.25 of television air time for ads attacking State Representative John Kefalas during the 2006 election cycle, but failed to file the required campaign finance reports with the Colorado Secretary of State (SOS) or with the Internal Revenue Service (IRS).

According to state law, anyone who spends over $1000 on ads that refer to a candidate and are broadcast to voters within sixty days before a general election must file “electioneering communication” reports with the secretary of state’s office no later then 30 days after the election. The reports must disclose the amount spent, the candidate referred to and the name and address of any person who contributes more than $250 to the person making the ad. The IRS requires similar disclosures for tax exempt political organizations.

CCEG filed a legal complaint with the CO SOS last month to force NCVF to file the required reports. In response to CCEG’s complaint, NCVF agreed to file the required documentation within 15 days.

“We are thrilled that our complaint has forced NCVF to fully disclose their electioneering activities,” said Chantell Taylor, CCEG director. “Hopefully this will send a message that groups will be held accountable for violating campaign finance laws.”

CCEG’s companion complaint against the Committee for the American Dream (CAD) is still pending. The complaints and supporting material are available on CCEG’s website.
