New rules target campaign finance fines

The Colorado Secretary of State's Office has formally approved new rules that will guide reduction of campaign finance fines, even for candidates or committees guilty of "willful" violations of the law.

Public interest groups that follow campaign finance laws said the new rules bring more transparency to the process, but they said giving leniency to willful violators of the law is wrong and violates the Colorado Constitution.
