Who We Are
Luis Toro became director of Colorado Ethics Watch in January 2010. Luis was a litigation partner at a downtown Denver law firm before joining Ethics Watch as Senior Counsel in 2008. He was a law clerk to the Honorable Carlos F. Lucero of the United States Tenth Circuit Court of Appeals, an instructor at the University of the Pacific’s McGeorge School of Law, and an intern at Natural Resources Defense Council. Peg Perl is Staff Counsel for Ethics Watch. Peg has notable experience in both government ethics and campaign finance law, including at the U.S. House of Representatives Committee on Ethics and for the Federal Election Commission, both in Washington, D.C. Doug Staggs is the research director for Colorado Ethics Watch, responsible for researching leads and gathering tips. Before joining the Ethics Watch team, Doug worked for the Gill Foundation as a grants manager. Doug holds an M.A. in English and has worked in nonprofit organizations for more than five years.
